Two quick answers: what fits in the space you have, and how much your videos are costing you.

Photo sizes are typical estimates (real files vary with detail). Video sizes are the per-minute estimates Apple shows in Settings › Camera › Record Video. iOS also needs a few GB free to work smoothly and to install updates.

How the numbers work

Photos are counted by dividing your free space by a typical file size for the format you shoot in. HEIF ("High Efficiency" in Settings › Camera › Formats) is the iPhone default and keeps files small. ProRAW files are huge — often 75 MB or more each — because they keep all the sensor data for editing.

Video is where space really goes: a single minute of 4K at 60 fps is about 400 MB, so an hour of it is roughly 24 GB. If you don't need 4K, recording in 1080p at 30 fps uses about 60 MB a minute instead.
